歐亞經(jīng)濟(jì)聯(lián)盟EAEU/CU EAC認(rèn)證
歐亞經(jīng)濟(jì)聯(lián)盟是中國周邊重要的區(qū)域一體化組織，聯(lián)盟成員國俄羅斯、白俄羅斯、哈薩克斯坦、亞美尼亞、吉爾吉斯斯坦五國均是中國開展貿(mào)易、投資，以及共建“絲綢之路經(jīng)濟(jì)帶”的重要合作伙伴。了解歐亞經(jīng)濟(jì)聯(lián)盟法律，對(duì)于開展中國與聯(lián)盟及其成員國經(jīng)貿(mào)合作具有重要意義。
2015年以來，歐亞經(jīng)濟(jì)聯(lián)盟 (EAEU) 沿用其前身海關(guān)聯(lián)盟 (CU) ，即原俄羅斯、哈薩克斯坦、白俄羅斯三國組成的海關(guān)聯(lián)盟 (CU) 政策，對(duì)機(jī)械設(shè)備、交通工具、玩具等66大類商品實(shí)施強(qiáng)制技術(shù)規(guī)范管理，并將各國獨(dú)立的認(rèn)證證書改為統(tǒng)一的認(rèn)證證書, 中國超過90%的輸俄商品需申請(qǐng)?jiān)撜J(rèn)證。

俄羅斯GOST R合格證書是在EAEU體系之前，確認(rèn)產(chǎn)品符合俄羅斯安全法規(guī)的證明文件。在EAEU之后，對(duì)于EAEU還未公布相應(yīng)技術(shù)規(guī)范的產(chǎn)品，還需符合俄羅斯本國的GOST R認(rèn)證。
GOST R合格證書適用于: 在俄羅斯企業(yè)生產(chǎn)的產(chǎn)品或者是進(jìn)口到俄羅斯的產(chǎn)品。
GOST R合格證書, 是一種用來證明認(rèn)證產(chǎn)品是符合認(rèn)證體系統(tǒng)法規(guī), 確認(rèn)該產(chǎn)品是與俄羅斯國家要求、適用標(biāo)準(zhǔn)的質(zhì)量和安全要求相符的證明文件。產(chǎn)品證書針對(duì)有些產(chǎn)品是強(qiáng)制性的, 也有些是自愿的。
俄羅斯GOST R強(qiáng)制性證書分為：
1. GOST R合格證書
2. GOST R Declaration即GOST R符合性聲明
第一步， 明確您的電池類產(chǎn)品類別，然后有的放矢。
類別1： 電芯， 即不含任何有源元件或者電路的電芯或者電芯模組。
類別2： 電池， 即含有源元件的電池或者電池包。
根據(jù)當(dāng)前的歐亞經(jīng)濟(jì)聯(lián)盟和俄羅斯的法規(guī)，類別1電芯的產(chǎn)品認(rèn)證必須遵循GOST R Declaration 的認(rèn)證體系，而類別2電池則必須在EAEU/CU的EAC Certification認(rèn)證體系內(nèi)。
第二步， 了解不同法規(guī)要求的認(rèn)證流程的不同。
自2015年1月1日實(shí)施 “歐亞經(jīng)濟(jì)聯(lián)盟” 協(xié)議以來，技術(shù)法規(guī)所要求的覆蓋范圍就從單個(gè)成員國層面上升到了歐亞經(jīng)濟(jì)聯(lián)盟層面。
根據(jù)EAEU協(xié)議第52-53頁中描述：對(duì)于那些在聯(lián)盟技術(shù)法規(guī)內(nèi)強(qiáng)制的產(chǎn)品，所有聯(lián)盟國都應(yīng)該保證并遵循EAEU法規(guī)的優(yōu)先性。例如，假設(shè)電池產(chǎn)品的類別在EAEU的認(rèn)證清單里，那么就需要根據(jù)EAEU的要求去申請(qǐng)Declaration或者Certification，并且在電池產(chǎn)品上印上EAC的標(biāo)識(shí)。
具體見如下法規(guī)釋義。
EAEU Contract (Pages 52-53)
Products, which have entered into force on technical regulations of the Union (technical regulations of the Union), is released into circulation on the territory of the Union, provided that it passed the required conformity assessment procedures specified in technical regulations of the Union.
From the date of entry into force of the technical regulations of the Union, in the territories of member States associated, mandatory requirements to products or to production and connected with requirements to production to designing processes (including surveys), production, construction, installation, adjustment, operation, storage, transportation, realization and utilization established by the legislation of the member States or acts of the Commission, act only in part, certain transitional provisions, and from the completion of the transitional provisions, certain technical regulations of the Union and (or) an act of Commission, do not apply for the release of products in circulation, assessment of conformity of objects of technical regulation, state control (supervision) over observance of requirements of technical regulations of the Union.
Mandatory requirements to products or to production and connected with requirements to production to designing processes (including surveys), production, construction, installation, adjustment, operation, storage, transportation, realization and utilization established by acts of Commission until the date of entry into force of technical regulations of the Union are included in the technical regulations of the Union.
類別1： 電芯， 即不含任何有源元件或者電路的電芯或者電芯模組。
沒有任何有源電子電路的帶電電池以及用于連接點(diǎn)亮設(shè)備的電池（電芯），即不帶有源電子電路或者不含有源元件的電芯是不需要申請(qǐng)EAEU認(rèn)證的。
如果不在EAEU 020/2012或者 018/2012指令里的電池（電芯）產(chǎn)品，我們應(yīng)該參照EAEU協(xié)議Annex 9的指令，要判斷是否需要申請(qǐng)成員國內(nèi)單獨(dú)的強(qiáng)制認(rèn)證，比如GOST R(俄羅斯認(rèn)證)。屬于GOST R 認(rèn)證體系內(nèi)的電池（電芯）包括：

類別2： 電池， 即含有源元件的電池或者電池包。
EAEU關(guān)于EMC的020/2012 指令，其中就有描述如下：所有有可能引起電磁干擾的帶電產(chǎn)品都需要按照020/2012來申請(qǐng)EAEC/CU EAC認(rèn)證。意味著這個(gè)指令下的產(chǎn)品是指所有含有源電子電路或者有源元件的帶電產(chǎn)品。有源元件包括—晶體管，芯片，二極管或者其他半導(dǎo)體元器件。即類別２電池需要申請(qǐng)EAEU認(rèn)證。
根據(jù)EAEU指令 018/2012，作為車輛零部件的可充電電池也是需要做EAEU/CU 的EAC認(rèn)證。
GOST R Declaration體系和EAEU的Certification體系一覽表
我們總是被問到，為什么類別1電芯不被歸為EAEU/CU的EAC Certification 范圍呢？
原因一：詳述到EAEC關(guān)于EMC的020/2012 指令，其中就有描述如下：所有有可能引起電磁干擾的帶電產(chǎn)品都需要按照020/2012來申請(qǐng)EAC認(rèn)證。意味著這個(gè)指令下的產(chǎn)品是指所有含有有源電子電路或者有源元件的帶電產(chǎn)品。有源元件包括--晶體管，芯片，二極管或者其他半導(dǎo)體元器件。那么由此可見，不帶有源電子電路或者有源元件的電芯是不需要申請(qǐng)EAC認(rèn)證的。

Products related to the EAEU EMC Directive-020/2012 products will be - all electrical goods with active electronic circuits or component inside. Active electronic components are - transistors, microchips, diodes and others semiconductor components.
原因二：在EAEC關(guān)于EMC的020/2012指令的范圍外補(bǔ)充資料附件1里, 也具體提到?jīng)]有任何有源電子電路的帶電電池以及用于連接點(diǎn)亮設(shè)備的電池（也即電芯）不包括在該認(rèn)證范圍內(nèi)。
Not related to EAEU Directive 020/2012 products (Attachment 1. Pages 24-25)
3. Electric batteries and connected them to the light equipment without active electronic circuits (cells). This means that product category cells (without active electronic components) – will be out of scope Directive 020/2012.
由此可見，類別2帶有有源電子電路或者有源元件的電池是需要做EAEU認(rèn)證的，因?yàn)槠湟唬鼤?huì)產(chǎn)生電磁干擾，其二，它也不在Attachment 1 里。
考慮到您別的產(chǎn)品也有可能會(huì)存在需要判斷認(rèn)證種類的情況，那么在這里我們提供一份EAEU協(xié)議的認(rèn)證產(chǎn)品清單供參考，這樣方便您了解和事先判斷該產(chǎn)品是否在EAEU的認(rèn)證范疇內(nèi)，如果在，那么應(yīng)保證并遵循EAEU法規(guī)的優(yōu)先性，產(chǎn)品選用EAEC認(rèn)證。如果產(chǎn)品不在EAEC的認(rèn)證范圍內(nèi)，那么就考慮是否需要申請(qǐng)成員國內(nèi)單獨(dú)的強(qiáng)制認(rèn)證，比如GOST R(俄羅斯的認(rèn)證) 。
